Biography

Phyllis Toliver began her teaching career as a first grade teacher at Charles Rice Elementary School in Dallas, Texas. Three years later she moved back home to Houston County where she taught first and second grades at Tucker Elementary and Perry Elementary. In 1999, she became the Reading Recovery/EIP Reading teacher at Centerville Elementary. A year later, Mrs. Toliver attended Georgia State University where she received certification in Reading Recovery and became the Teacher Leader for Reading Recovery in Houston County. In her role, Mrs. Toliver trained and supervised Reading Recovery teachers for all elementary schools in Houston County. Later she moved to Kings Chapel Elementary School to become the EIP Reading teacher and was Teacher of the Year for the 2015-2016 school year. In 2016, Mrs. Toliver became Assistant Principal of Instruction for C. B. Watson Primary School in Warner Robins, Ga.

Mrs. Toliver received her Bachelor of Science Degree in Agriculture from Fort Valley State University, and a Master of Science Degree from Ohio State University. She received her Teacher Certification in Early Childhood (P-8) from Texas Woman’s University in Dallas, Texas, and an Educational Leadership Degree from Columbus State University.

Mrs. Toliver is a product of the Houston County School System and a proud graduate of Perry High School. She has been married to Harvey Toliver for 32 years and through their union two boys were born, Rashad and Deshawn. She is also the proud grandparent of two precious grandchildren, Carter and Maliya. In her spare time, Mrs. Toliver enjoys spending time with family and friends, reading, going to the movies, and attending the Atlanta Falcons and Hawks’ games.
